Providing 3G service before the Olympic Games doesn't mean to giving 3G license.

Yesterday, Lou qinjian, vice-minister of Information Industry, claimed during an interview that providing 3G service and giving 3G license seem not to be the same thing. It is analyzed by some experts that 3G license may will not be given before the Olympic Games.
